Odisha Approves GCC Policy 2025 to Build Hubs, Draw Rs 1,000 Crore, Create 50,000 Jobs

Implementation will run through a dedicated nodal agency with expert oversight to speed setup.

Overview

  • Chief Secretary Manoj Ahuja announced the cabinet clearance of the Odisha Global Capability Centre Policy 2025 after a meeting chaired by Chief Minister Mohan Charan Majhi.
  • The policy targets over Rs 1,000 crore in investment and at least five state-of-the-art GCC hubs across the Bhubaneswar, Cuttack–Puri–Paradip, and BargarhJharsugudaSambalpur economic regions.
  • The state projects more than 50,000 direct and indirect employment opportunities linked to new and expanded multinational capability centres.
  • Incentives on offer include concessional land rates and lease rentals, support for human-capital upskilling, reduced power tariffs, interest subsidies, marketing assistance, and SGST reimbursement.
  • Governance features include a Policy Advocacy and Vision Group for expert guidance, the Odisha Computer Application Centre as the nodal agency, and periodic reviews by the Electronics & Information and Technology Department to sustain competitiveness.
