Stanley believes Rush designed the sub as a "mousetrap for billionaires" willing to pay large sums to dive.
Among the dead are billionaire businessmen Harding and Dawood, who each paid $250k for the expedition.
OceanGate has since removed its online presence after the fatal Titan voyage.
