Oaxaca Assists Return of 63 Displaced Families to Guadalupe Victoria After Nine Years

UNHCR has endorsed Oaxaca’s rights‑based return model as replicable beyond the state.

Overview

  • Governor Salomón Jara Cruz led the assisted return to Guadalupe Victoria in the municipality of San Juan Juquila Mixes.
  • The 63 households are part of 168 families displaced since January 7, 2017, when violence forced departures and halted health and education services.
  • State authorities organized more than 60 dialogue meetings since March 2023 to reach agreements for return or relocation with communities and victims.
  • UNHCR’s Daniel MacGuire cited four good practices as repeatable, including attention to people with specific needs, coordination across levels of government, and long‑term commitments to security and basic services.
  • Oaxaca recently approved a law on internal displacement, becoming the fifth Mexican state with such legislation and the first to craft it through consultation, as the government presents this as Mexico’s first planned and participatory return.
