NYC Introduces First U.S. Congestion Pricing Zone

Tolls Expected to Raise $1 Billion Annually for Transit Upgrades Amid Opposition

  • New York City's Metropolitan Transit Authority has announced the United States' first congestion pricing zone for the area of Manhattan below 60th St., with a base toll rate of $15 for automobiles.
  • Small trucks will pay $24, large trucks will pay $36, and taxis will add $1.25 per fare, while ride-hail apps like Uber and Lyft will add an extra $2.50 per ride.
  • Low-income drivers will get 50 percent off tolls during the day after the first 10 trips in a calendar month.
  • Revenue from the tolls, projected to be roughly $1 billion annually, will be used to finance borrowing to upgrade the city’s mass transit systems.
  • The tolling program, which could begin as soon as next spring, has faced opposition from various groups including taxi drivers, New Jersey officials, and some residents.
