Nuevo León Launches Mexico’s First Permanent Environmental Division

The new division is codified as permanent policy to enforce the state’s green constitution through a unified ten-agency strategy.

Overview

  • Governor Samuel García issued an August 3 decree making the Environmental Division permanent and uniting ten state bodies under a single command
  • The initial field deployment includes 300 Fuerza Civil officers, more than 120 vehicles and 20 Procuraduría Ambiental units supported by rapid-response brigades
  • Under Article 44 of the 2022 constitution the division can impose green taxes, suspend or close facilities and pursue criminal charges—including jail terms—for polluters and arsonists
  • The division will work with Pemex to install emissions filters at the Cadereyta refinery and regulate some 30,000 companies discharging waste and oils into sewer and water systems
  • Governor García expects the unified environmental force to drive improvements in security, mobility and air quality across Nuevo León
