NSW Transport Official Admits Inflating Invoices, Taking Cash and Crypto in ICAC Testimony

Investigators are testing allegations of $11.5 million in benefits linked to $343 million in Transport for NSW contracts.

Overview

  • Ibrahim Helmy told the corruption inquiry he inflated contractor invoices and split the difference, with emails presented showing a proposed split of $112,000 to him and $78,000 to a contractor and a request to "maybe delete this email."
  • Evidence shown included a spreadsheet tracking original and inflated amounts, cash handovers arranged at an Oporto in Wetherill Park, and a 2015 photo Helmy sent of envelopes filled with money.
  • Helmy said most benefits were paid in cryptocurrency, while authorities reported seizing gold bullion, cash, a Maserati and about $413,000 in crypto held by him, plus pointing to roughly $8 million in crypto in an account in his sister’s name.
  • He acknowledged altering emails and attachments for improper arrangements and discussed alleged dealings with firms including Complete Linemarking and Protection Barriers on projects such as the M4 and the Northern Road.
  • After failing to attend a May examination, Helmy was arrested on 26 September after about four months on the run; he remains in custody for the hearing, which continues with no criminal charges announced.
