NSW Makes $60 Weekly Toll Cap Permanent, Sets Two-Way Harbour Tolls for 2028

The government says new harbour revenue will be redirected to Western Sydney toll relief.

Overview

  • The Minns government confirmed the $60 weekly toll cap will continue indefinitely after it was set to lapse on January 1.
  • Two-way tolling on the Sydney Harbour Bridge and Harbour Tunnel will start when the Western Harbour Tunnel opens, with completion expected in late 2028.
  • Officials estimate roughly $145 million a year from new northbound charges, with funds earmarked for ongoing relief targeted at Western Sydney motorists.
  • A deal with Transurban and other concessionaires will scrap administration fees on toll notices from mid-2026, replacing $10–$20 charges with early text and email alerts and stronger enforcement for non-payment.
  • Since January 2024 the cap has returned $211.4 million to drivers, while 46 million toll notices carried $618 million in fees in 2024–25, and broader contract negotiations are slated to conclude by mid-2026.
