NRW Publishes City-by-City Payouts Under €31.2 Billion Infrastructure Plan

Opposition lawmakers and municipal groups say the state is channeling too much of the federal money into its own programs instead of transferring more directly to local budgets.

Overview

  • The state detailed €10 billion in immediate lump-sum allocations to municipalities, including €522.5 million for Cologne and published amounts for cities such as Hattingen (€23.12 million) and Sprockhövel (€9.72 million).
  • Overall, the plan foresees €31.2 billion in investments over twelve years in NRW, with about €21.3 billion earmarked for municipalities.
  • The government set investment priorities that include €5 billion for childcare, schools and all-day care, and €2 billion for energy-efficient renovations and climate measures.
  • Roughly €11.3 billion of the municipal share remains to be allocated through state-run programs, with detailed rules still pending.
  • SPD leaders, including Wiebke Esdar, and the SGK municipal association criticized the approach as intransparent and too program-heavy, arguing it leaves cash-strapped cities with less flexible funding.
