Nottingham Council Drops Wrongful Litter Fine Issued to Man Who Was in France

An apology over a later erroneous letter has not resolved his concerns about verification or possible plate cloning.

Overview

  • Retired teacher Ray Weatherburn, 76, was accused of discarding a cigarette from a Vauxhall Corsa in Nottingham on 13 August.
  • He says he was in Normandy at the time and that his car was immobilised in Northumberland, providing passport stamps and petrol receipts as proof.
  • Nottingham City Council issued a £100 fixed penalty on 9 September and later withdrew it after receiving his evidence.
  • A second letter threatening court action was addressed to a name he did not recognise, and a third inviting him to the Immediate Justice scheme was later attributed to a technical error.
  • The council apologised for the erroneous mailing but has not explained the original fine, and Weatherburn says police suggested his number plates may have been cloned.
