Norway Pledges €340 Million Emergency Aid to Ukraine for Energy and Budget Support

Norway frames the support as a short-term bridge until EU money arrives.

  • Foreign Minister Espen Barth Eide announced the package in Kyiv on January 12 during meetings with Andrii Sybiha and President Volodymyr Zelensky.
  • €170 million (about $200 million) is earmarked for urgent energy needs, including gas purchases and repairs to damaged power infrastructure to keep heat and electricity running.
  • The remaining €170 million will bolster Ukraine’s budget to maintain salaries, pensions, and critical public services.
  • Delivery will run through established partners including the EBRD, the Energy Community, and the World Bank’s multi-donor trust fund to align with other donors and mitigate risk.
  • Officials also discussed expanding defense-industrial ties, covering air-defense missile procurement through PURL, NASAMS-related needs, and prospects for joint weapons production.
