North Korea Tests Cluster and Dispersal Warheads

State media say the launches expand tactical and cruise-missile strike options, signal a drive to operationalize wide-area munitions.

Overview

  • North Korean state media reported a test of a cluster-bomb warhead for tactical ballistic missiles on Oct. 31 and a dispersal warhead for a strategic cruise missile on Nov. 2, both overseen by Gen. Kim Jong-sik.
  • Pyongyang’s research institutes claimed the ‘Standard Type 2’ cluster warhead can devastate about 12–13 hectares and the cruise-missile dispersal warhead about 5–6 hectares, figures that have not been independently verified.
  • The Missile Administration said it classifies cluster/dispersal warheads into four categories and will make all types selectable by units before year-end to tailor strikes to targets and missions.
  • South Korea, the United States and Japan tracked the launches and are sharing data and technical analysis while South Korea says it is maintaining readiness and calibrated public announcements to protect surveillance assets.
  • Cluster munitions scatter many small submunitions over wide areas, raising risks to civilians and long-term hazards on the ground, and the tests add to a months-long run of North Korean weapons trials that could raise miscalculation risks on the peninsula.
