Noord-Holland Passes 2026 Budget as Both Provinces Invite Public Input on Future Land and Energy Plans

Resident input on land‑use choices plus wind locations will guide 2026 decisions.

Overview

  • Noord-Holland’s public campaign “Jouw Noord-Holland, jouw ruimte” runs 3 November–4 December with an online choice tool and local sessions, followed by a representative survey in January 2026.
  • Zuid-Holland is taking views from 4 November–15 December on technically selected wind search areas identified via an environmental effects report for Holland Rijnland, Midden-Holland and Drechtsteden, with final Provincial Council decisions planned for summer 2026.
  • Provinciale Staten Noord-Holland approved the 2026 budget (47–6) and the iMPI 2026–2033 (52–1), with debate focused on the realism of the A8–A9 connection and a motion passed to accelerate accessible public transport stops.
  • A €200 million transfer to the ‘reserve Groen’ drew criticism for pushing the general reserve below the 25% provincial norm, and a proposal to phase the transfer failed.
  • Anouk Gielen was installed as deputy for climate, nature, water and adaptation, while the budget notes faunaschade costs at about €28 million per year and raises motor-vehicle surtax from 77.4 to 82.1.
