Nokia Unveils AI-First Overhaul, Splitting Operations Into Two Core Pillars

The overhaul takes effect Jan. 1, 2026, following a share drop tied to execution concerns.

Overview

  • The company will reorganize into Network Infrastructure and Mobile Infrastructure, with David Heard leading Network Infrastructure and CEO Justin Hotard serving as interim head of Mobile Infrastructure.
  • Network Infrastructure will concentrate optical, IP and fixed networks for data center expansion and AI connectivity, while Mobile Infrastructure will focus on AI-native mobile networks and next-generation technologies including 6G.
  • Nokia Defense will incubate secure connectivity solutions for allied markets, including the United States and Finland.
  • A new Portfolio Businesses unit will group non-core activities such as microwave radio, site deployment, outside plant and fixed wireless access.
  • Management set 2028 goals including comparable operating profit of €2.7–3.2 billion, Network Infrastructure CAGR of 6–8% with 13–17% operating margins, Mobile Infrastructure gross margins of 48–50%, and operating cost reductions to €150 million from €350 million.
