Noida Authority Adopts Unified Rules, Tightens Enforcement on Idle Plots and Stalled Projects

The board signaled a shift to firmer recovery after mixed uptake of the 2023 revival policy.

Overview

  • Officials reviewed 57 stalled housing projects, with 35 developers depositing the mandated 25% and total receipts reaching ₹556.73 crore, and they said no further extensions will be granted as recovery proceedings begin for defaulters.
  • Registrations for 3,724 homebuyers have been completed while 5,758 remain pending until builders clear dues under the stalled‑projects framework.
  • The board approved cancellation of allotments for plots with no home built after 12 years, with a six‑month window for those under construction to obtain completion certificates; 17 plots have breached the threshold and nine have seen no construction.
  • Unified Regulations‑2025 were adopted to align allotment rules, payment timelines and approvals across Noida, Greater Noida and YEIDA, with new brochures cleared for educational land allotments.
  • Infrastructure measures cleared include a 300‑TPD integrated waste plant at Mubarakpur (Sector 145), ₹86.67 crore to retrofit sewage treatment plants, directives to clean and treat minor drains subject to CPCB clearance, a Sector 143 police‑station plot at ₹1 per year, and a project‑monitoring mobile app.
