• Homeland Security Secretary Kristi Noem toured the Portland ICE facility, met Governor Tina Kotek, and told National Guard members to “get ready.”
• Governor Kotek directed U.S. Northern Command to demobilize 200 Oregon Guard members at Camp Rilea and return roughly 200 California Guard troops staged at Camp Withycombe.
• U.S. Army Northern Command says it is commanding the mission but placed operations on a “litigation hold” as legal challenges proceed.
• U.S. District Judge Karin J. Immergut issued back-to-back orders on Oct. 4 and 5 blocking federalization of the Oregon Guard and barring deployment of Guard troops from other states into Oregon.
• California is joining Oregon’s lawsuit, the Ninth Circuit is set to hear the administration’s appeal on Thursday, and Texas Governor Greg Abbott said he authorized Texas Guard support although their status remains unclear.
