Despite the lack of turnout, Phillips' campaign insists that the cold weather was the main factor deterring voters from attending the outdoor event.
Phillips has not ruled out a third-party run for president and continues to insist that Biden, at 81, is too old to mount a meaningful fight against likely Republican nominee Donald Trump.
