No Charges for Thunder Bay Officer in Death of Jenna Ostberg

Ontario’s police watchdog found insufficient evidence of criminal negligence prompting an internal review by the Thunder Bay police service.

Overview

  • The SIU report concluded that the officer’s approval to cancel a 911 domestic disturbance call did not amount to a marked and substantial departure from the care required for criminal negligence.
  • The domestic disturbance call was canceled at 3:08 a.m. on Dec. 30, 2023, and Ostberg was discovered unresponsive in a bedroom closet at about 10:30 a.m.
  • Medical experts could not establish a precise time of death, leaving open the possibility that Ostberg took her own life shortly after her last phone activity at 2:42 a.m.
  • Falconers LLP, representing Ostberg’s family, said they are deeply disappointed and believe a timely police response might have prevented her death.
  • The Thunder Bay Police Service has initiated an administrative review of the case, with its findings to be reported to the police board upon completion.
