No Charges for Officer in 2020 Fatal Shooting, California AG Decides

  • California Attorney General Rob Bonta has decided not to pursue criminal charges against Vallejo police officer Jarrett Tonn, who fatally shot 22-year-old Sean Monterrosa in 2020.
  • The shooting occurred during national protests following the police killing of George Floyd, and Tonn responded to reports of suspects stealing from a pharmacy during civil unrest.
  • Bonta ruled there wasn't enough evidence to prove beyond a reasonable doubt that Tonn did not act in self-defense.
  • Tonn was terminated last year after an independent third-party investigation determined he violated several department policies, including using deadly force that was not objectively reasonable, failing to de-escalate the situation, and failing to activate his body-worn camera in a timely manner.
  • The Vallejo Police Department has come under repeated criticism in other cases as well, including several other controversial slayings by police.
