- The National Medical Commission issued a circular on Monday, July 27, requiring every medical college under its remit to constitute a functional Enabling Unit for students with benchmark disabilities.
- Each Enabling Unit must act as a single point of contact to receive accommodation requests, arrange reasonable academic and clinical adjustments, and ensure barrier-free access across campus and teaching hospitals.
- Colleges are directed to publicize the unit’s role and contact details at admission and on institutional websites and notice boards, and to keep confidential records of requests and support provided.
- The units must coordinate with Disability Assessment Boards, faculty, hospital administrations and state education authorities to implement accommodations, while the circular does not specify monitoring, funding or enforcement mechanisms.
- The move responds to duties under the Rights of Persons with Disabilities Act, 2016 and recent Supreme Court directions, and it could materially change access to clinical training for students with disabilities if colleges put the units into practice.
