NIA Charges Four in Chandigarh Grenade Attack Linked to Pro-Khalistan Group

The chargesheet names Pakistan-based Rinda and US-based Happy Passia as masterminds behind the 2024 attack targeting a retired Punjab Police officer.

The National Investigation Agency (NIA) has filed a chargesheet against four individuals, including Harwinder Singh Sandhu (Rinda) and Harpreet Singh (Happy Passia), for their roles in the September 2024 Chandigarh grenade attack.
The attack, carried out by local operatives Rohan Masih and Vishal Masih under Rinda and Passia's instructions, targeted a house believed to be occupied by a retired Punjab Police officer.
The chargesheet includes multiple sections of the Unlawful Activities (Prevention) Act, Explosive Substances Act, and other related provisions.
Investigations revealed the attack was part of Babbar Khalsa International’s broader pro-Khalistan agenda to intimidate law enforcement and spread public fear.
Efforts to dismantle the Babbar Khalsa International network and track down other operatives involved in the conspiracy are ongoing.
