NHRC Seeks 15-Day Report on Alleged MP ‘Conversion Racket’ Involving Unauthorised Madrasas

A BJP legislator vowed closures after the rights body flagged complaints of Hindu children being taught Quran in unrecognised institutions.

  • India’s National Human Rights Commission wrote to Madhya Pradesh’s School Education Principal Secretary directing an inquiry and an action-taken report within 15 days.
  • The September 26 complaint alleges 556 Hindu children were enrolled across 27 unauthorised madrasas in districts including Morena, Islampura, Zaura, Poursa, Ambah, Kailaras and Sambalgarh.
  • NHRC member Priyank Kanoongo said the preliminary view is that enrolling Hindu children in madrasas is inappropriate and noted that such institutions are not recognised under Article 21-A or the Right to Education Act.
  • The complaint cites possible violations of the Juvenile Justice Act, Article 28(3) of the Constitution and a 2024 Madhya Pradesh order restricting non-Islamic children from studying in Islamic madrasas.
  • BJP MLA Rameshwar Sharma said district collectors have been told to act and that institutions promoting conversions would be shut, while no FIRs, rescues or completed probes have been publicly reported yet.
