- Phase Two permits on-field workouts, including individual and group drills, but prohibits live contact and team offense vs. defense drills.
- Phase Three includes 10 days of organized team practice activities (OTAs) with limited contact drills and one mandatory minicamp for veteran players.
- New head coaches are granted an additional voluntary minicamp before the NFL Draft, and teams can hold a seven-week rookie development program starting May 12.
