Overview

• The State Action for Facilitation on Encampments team is set to deploy over the next month in Los Angeles, San Francisco, Oakland, San Diego, Sacramento, San Jose, Long Beach, Anaheim, Bakersfield and Fresno.
• Operations will focus on state rights-of-way along highways, including medians, on and off ramps, and areas under overpasses.
• The task force includes the Office of Emergency Services, Business, Consumer Services and Housing Agency, the Interagency Council on Homelessness, Health and Human Services, the Highway Patrol and the State Transportation Agency.
• Assigned roles include CHP for public safety and post-clearance monitoring, OES for logistics, Caltrans for site clearing, HCD for housing and supportive services, the Interagency Council for local guidance and HHS for health care support.
• The move follows a 2024 executive order issued after a Supreme Court ruling expanded enforcement latitude, with advocates welcoming help but warning that durable progress requires housing placements and clearer operational details.
