• Deputies were called Oct. 11 to The Shoppes at Chino Hills for reports of suspicious people outside a Sephora and detained two individuals.
• Investigators identified a 51-year-old North Carolina woman as the victim and recovered multiple fraudulent ID, Social Security and debit cards.
• Authorities say Rahson Govantes, 28, of New York, and an unidentified woman forced the victim to travel cross-country to commit fraud to repay debts.
• Deputies report the victim was tortured during the trip, including burns from cigarettes and a curling iron.
• Govantes was booked on suspicion of aggravated mayhem, torture, kidnapping and assault with a deadly weapon; detectives are seeking the female accomplice and possible additional victims.
