Overview
- The kilometre charge for trucks of 3,500 kg and above took effect on 1 July 2026 and applies on motorways and selected provincial and municipal roads.
- All affected trucks must carry a working GPS On‑Board Unit (OBU) linked to the vehicle licence plate to log distance and enable billing.
- The RDW has begun enforcement with fixed cameras and rotating mobile observation points that check contracts, OBU presence, OBU power status, and plate matching.
- Fines for non‑compliance are specified (for example €800 for no contract and €500 for a switched‑off or faulty OBU) and will be halved during an initial adjustment period running until 1 January 2027.
- Transport operators report short‑term costs and supply strains for OBUs that raise operating expenses by an estimated 7–10 percent, while the cabinet says most of the toll revenue will be reinvested in the sector to fund infrastructure and cleaner trucks.
