Netherlands, Noord-Holland and Tata Steel Sign Intent to Negotiate Binding Decarbonization Deal

A six-week public consultation now invites input to shape binding targets that replace the current effort-based commitments.

Overview

  • A Joint Letter of Intent signed by the Dutch State, the Province of Noord-Holland, Tata Steel Nederland and Tata Steel Limited sets a one-year window to conclude tailor-made agreements.
  • Stated objectives cover CO2 reduction, a healthier IJmond through cuts to other emissions and particulate immissions, reduced nuisance such as noise, and circularity measures including scrap reuse and slag treatment.
  • The JLoI currently contains effort-based commitments, with advisory input from AMVI and the Expertgroep Gezondheid IJmond informing a draft that is expected to evolve into result-based obligations in the final deal.
  • The national government opens an online consultation for six weeks and will host a local information evening in the IJmond region, with feedback to inform the maatwerkafspraak.
  • Separately, the Heracless-Groen Staal permit track continues under provincial authority, with Tata Steel to submit an environmental impact report for assessment by the province and the Omgevingsdienst Noordzeekanaalgebied.
