NEPRA Sets Rs0.19-Per-Unit August Fuel Adjustment for October Bills

The regulator issued a short order after a public hearing, with a detailed decision pending data verification.

Overview

  • The one-month fuel cost adjustment applies to all distribution companies, including K-Electric, and excludes lifeline customers, prepaid users and electric vehicle charging stations.
  • CPPA-G reported August generation costs averaged Rs7.5059/kWh versus a reference of Rs7.3149/kWh, prompting the 19-paisa request under the monthly pass-through mechanism.
  • Fuel mix data show higher-cost furnace oil, LNG, imported coal and imported electricity raised averages, while nuclear and bagasse tempered the increase.
  • A Power Division briefing indicated October bills will also reflect the expiry of July’s Rs1.79/unit negative FCA, resulting in a net uptick of about Rs1.98/unit.
  • Industry representatives warned of mounting costs after the end of a relief package, and MQM’s court challenge to K-Electric’s separate Rs74 billion recovery remains underway in the Sindh High Court.
