Overview
- An interim cabinet decision, following a probe panel’s advice, restricts KP Sharma Oli from foreign travel and from leaving the Kathmandu Valley without approval, with similar curbs on four senior officials.
- Investigators also recommended seizing passports of those under scrutiny, including former home minister Ramesh Lekhak, ex–home secretary Gokarna Mani Duwadi, ex–NID chief Hutraj Thapa, and former Kathmandu CDO Chhabi Rijal.
- The three-member commission led by former justice Gauri Bahadur Karki, with members Bigyan Raj Sharma and Bishweshwor Prasad Bhandari, has roughly three months to report and says the curbs guard against interference.
- Reappearing publicly on Sept. 27 in Bhaktapur, Oli denied ordering police to shoot, questioned reports of automatic weapons, alleged infiltration of protests, and rejected claims he intends to flee.
- The NHRC faulted authorities for failing to anticipate the protests and using excessive force, with more than 70 deaths recorded, as the Sushila Karki–led interim government prepares for March 5, 2026 elections.
