Nearly Half of Drivers in 2024 Traffic Deaths Had Impairing Substances as Spain Eyes Tighter BAC Law

Lawmakers are citing the findings to advance a bill cutting the legal blood-alcohol limit to 0.1 grams per liter.

  • The INTCF tested 937 drivers and 195 pedestrians killed in 2024 and found 48.2% of drivers and 42.6% of pedestrians positive for alcohol, drugs or psychopharmaceuticals.
  • Alcohol detections among deceased drivers rose by 1.6% from 2023 while cocaine, cannabis and psychopharmaceutical positives declined by 3.5%, 9.9% and 4.3% respectively.
  • Two-thirds of substance-positive drivers exceeded 1.2 g/L blood-alcohol, breaching Spain’s Penal Code limits for intoxicated driving.
  • The typical impaired driver was a man aged 25–55, and combined substance use appeared in 12.5% of toxicology analyses.
