NDR Chief Admits Errors in ‘Klar’ Rollout as Council Finds No Treaty Breach

The broadcaster plans changes to broaden perspectives to repair trust.

Overview

  • Intendant Hendrik Lünenborg told the NDR Rundfunkrat that mistakes occurred in program management, the shift from pilot to regular operation, and public communication about the ARD magazine.
  • With 29 votes in favor, 9 abstentions and 4 against, the Rundfunkrat concluded the migration pilot did not violate the NDR or media‑state treaty but faulted limited perspective diversity and excessive emotionalization.
  • NDR will no longer use Julia Ruhs for its editions of Klar, Bayerischer Rundfunk will continue with her, and former Bild editor Tanit Koch is set to present the NDR-produced episodes.
  • Program director Frank Beckmann said Ruhs was engaged only for three pilots, that no promise of future moderation was made, and that the political impact of the announcement was misjudged.
  • The council received 205 submissions on the format as the dispute drew sharp public and political reactions, and NDR leadership launched processes to strengthen debate culture and widen viewpoint representation.
