NDMC Opens Procurement to Redevelop Connaught Place’s Super Bazar Under PPP

NDMC will hire a transaction advisor to assess structural reuse, value the site, prepare bidding documents, run the developer tender, aimed at creating a steady non-tax revenue stream.

Overview

  • The New Delhi Municipal Council formally opened procurement on Wednesday to appoint a transaction advisor for the Super Bazar project with an estimated budget of ₹2.25 crore and a technical-bid deadline set for December 1.
  • The NDMC published near-term milestones that include a deadline for clarifications on November 10 and a pre-bid meeting at Palika Kendra on November 13 as part of the advisor appointment process.
  • The selected advisor will evaluate whether the 1966 Super Bazar building can be adaptively reused or must be demolished, produce structural and financial feasibility reports, estimate market value, and draft lease or license terms for private developers.
  • NDMC plans to complete the advisor-led assessments, valuation and developer tendering in about 33 weeks, after which it will seek to award a PPP contract to a private developer to deliver a modern market complex.
  • The move builds on a revival roadmap begun in July 2025 and signals a wider NDMC strategy to monetise prime central-Delhi properties such as Khan Market, Chanakyapuri sites and Gole Market to attract private investment and relieve reliance on property taxes.
