NDMC Invites Bids to Convert 157 Parking Sites into Smart System

The tender would hand daily operation to a private agency and introduce ANPR-based monitoring that can trigger towing and higher user fees.

Overview

  • NDMC published the tender on Monday, October 26, 2026, inviting bids to operate and upgrade all 157 civic parking sites into a central smart parking management system.
  • The proposed system uses ANPR cameras, FASTag readers, boom barriers, real-time slot booking and digital payments to track entry and exit and show vacant spaces.
  • The PMS will run daily checks and send alerts to NDMC and Delhi Police for vehicles parked over 24 hours, and flagged cars may be towed to impound lots with specified towing and storage charges.
  • NDMC officials expect sharp price rises under the new model, with reported estimates of a 40–50% hike in hourly rates, two- to three-fold increases in monthly passes and doubled night rates after 24 hours.
  • The project covers about 15,060 equivalent car spaces, sets minimum operating hours for market and non-market zones, and leaves selection and rollout timelines to be announced, creating potential cost, privacy and enforcement concerns for regular users.
