NCW’s NARI 2025 Finds 40% of Urban Women Feel Unsafe, Ranks Indian Cities on Safety

The perception-based index challenges lower official crime counts.

Overview

  • Based on responses from 12,770 women in 31 cities, the index lists Kohima, Visakhapatnam, Bhubaneswar, Aizawl, Gangtok, Itanagar and Mumbai as safest and Ranchi, Srinagar, Kolkata, Delhi, Faridabad, Patna and Jaipur as least safe.
  • Seven percent reported experiencing harassment in 2024, with the highest risk among women aged 18–24.
  • Only 22% of incidents were reported to authorities and action followed in just 16% of those cases.
  • Perceived risk rises at night due to poor lighting, limited visible security and gaps in reliable public transport.
  • A majority lack clarity on workplace protections, with 53% unaware of POSH policies, and the findings contrast with NCRB 2022’s far lower recorded rate of 0.07%.
