NCRB Names Kolkata Safest Major Indian City for Fourth Straight Year

The 2023 report’s low crime rate has become a political litmus test over alleged underreporting.

Overview

  • Kolkata logged 83.9 cognisable offences per lakh people in 2023, the lowest among 19 metros, extending a four-year run at the top.
  • Total cognisable cases fell for a second year to 11,843, down from 12,213 in 2022 and 14,591 in 2021, according to the NCRB.
  • Reported crimes against women declined to 1,746 in 2023 from 1,890 a year earlier, though murders rose to 43 from 34.
  • The city recorded one of the highest metropolitan charge-sheeting rates for IPC crimes at roughly 94.7–94.9 percent.
  • Trinamool leaders credited policing and CM Mamata Banerjee, while BJP figures and the R.G. Kar victim’s parents challenged the ranking and cited West Bengal’s 57 of 207 national acid attacks.
