Overview
- Large demonstrations on Sept. 21 filled streets in all state capitals and the Federal District, with aerial counts of about 42,300 on Avenida Paulista and 41,800 in Copacabana.
- Senator Alessandro Vieira, the CCJ rapporteur, said his report will recommend rejecting the PEC da Blindagem, and CCJ president Otto Alencar signaled the proposal should be buried in Wednesday’s session.
- The PEC approved by the Chamber 344–133 would require prior authorization from Congress to open criminal actions against lawmakers, allow secret votes on maintaining arrests, expand privileged jurisdiction, and suspend prescription during terms.
- The Chamber also granted urgency to the PL da Anistia, and designated Paulinho da Força as rapporteur, who says he will propose sentence reductions rather than a blanket pardon for Jan. 8 convictions.
- Party leaders aligned with the government said the street turnout weakens both initiatives, while reactions among lawmakers split online and some deputies posted apologies for having supported the PEC.
