National Guard Soldier Charged in Murder-for-Hire Plot

- Barlow allegedly attempted to hire a hitman to kill Donald Caulder Jr., who had been driving a dump truck that rear-ended his mother's minivan, leading to her death.
- Caulder had been charged with misdemeanor death by motor vehicle, pleaded guilty, and received a suspended sentence and 12 months probation.
- Prosecutors allege that Barlow requested a transfer in the Army to be closer to Caulder and purchased two firearms on the same day he attempted to hire the hitman.
- Barlow was arrested at Fort Liberty, a military installation, and is currently being held on a $1 million bond. He will be required to undergo a mental health evaluation.
