National Court Refuses to Halt Palencia–Cantabria High-Speed Rail Construction

Overview

  • On June 26 the National Court’s Contentious-Administrative Chamber denied provisional enforcement of the May 8 suspension order, allowing Adif to continue works pending a final judgment.
  • The court cited greater risk of irreversible harm and “perjuicios de imposible o difícil reparación” to the high-speed rail infrastructure if construction were paused.
  • In a June 12 report Adif warned that halting works would expose unfinished sections to weather damage, jeopardize related contracts and delay the line’s service launch.
  • The original suspension order remains under appeal by the Abogacía del Estado, leaving the May 8 ruling without provisional effect.
  • Ecologistas en Acción has 15 days from notification of the June 26 decision to file an appeal seeking enforcement of the suspension order.
