National 2030 Renewables Plans Still Fall Far Short of COP28 Tripling Pledge

Collective pledges have risen just 2% to 7.4 TW, leaving ambitions well below the 11 TW required by 2030.

Overview

  • Only 22 of more than 130 COP28 signatories have raised their national 2030 renewables targets since the 2023 agreement.
  • Beyond the European Union, just seven countries have amended their plans, and two have actually reduced their ambitions.
  • Major energy users including the United States, China and Russia have not set or updated any national targets for 2030.
  • Vietnam leads non-EU progress with an 86 GW boost pledge and Australia, Brazil, the UK and South Korea have each signaled smaller increases.
  • Analysts warn that the resulting 3.6 TW shortfall threatens the 1.5 °C climate goal and undermines energy security and investment certainty.
