NARI 2025: NCW Index Ranks City Safety as 40% of Urban Women Feel Unsafe

The perception-based NCW index underscores deep reporting gaps with low trust in authorities.

Overview

  • Based on responses from 12,770 women across 31 cities, the index assigns a 65% national safety score and is produced by Pvalue Analytics with academic partners and published by the Group of Intellectuals and Academicians.
  • Kohima, Visakhapatnam, Bhubaneswar, Aizawl, Gangtok, Itanagar and Mumbai rank among the safest, while Ranchi, Srinagar, Kolkata, Delhi, Faridabad, Patna and Jaipur rank lowest.
  • Perceived safety drops sharply after dark, with neighbourhood streets and public transport cited as hotspots for harassment at 38% and 29% respectively.
  • Only about one in three victims report incidents, roughly one-fourth trust authorities to act effectively, and action was recorded in about 16% of reported cases.
  • Seven percent reported harassment in public spaces in 2024, rising to 14% for women under 24, and about 53% were unaware of workplace POSH policies, prompting calls to pair perception findings with NCRB data and improve infrastructure and redressal.
