NARI 2025 Finds 40% of Urban Women Feel Unsafe as Index Ranks City Safety Across India

The new perception-based index, built on responses from 12,770 women in 31 cities, sets a 65% national safety score to guide policy.

  • Kohima, Visakhapatnam, Bhubaneswar, Aizawl, Gangtok, Itanagar and Mumbai rank among the safest cities, while Ranchi, Srinagar, Kolkata, Delhi, Faridabad, Patna and Jaipur sit at the bottom.
  • Under-reporting is widespread, with only about 22% of harassment incidents reported and action taken in roughly 16% of those cases, and only one in four women expressing trust in authorities.
  • Perceived safety drops sharply after dark, with poor lighting, weak public transport and limited visible security cited as key risks, and neighbourhoods and public transport identified as common hotspots.
  • Seven percent of respondents reported harassment in 2024, with the rate doubling to 14% among women aged 18–24.
  • Workplaces are largely seen as safe, yet 53% of respondents are unsure about the presence of mandated POSH policies, and the report urges integrating perception data with NCRB figures as an annual benchmark.
