Munich Council Backs Paketposthalle Twin Towers as Legal Ruling Looms

The city will delay making the plan legally binding pending a December court ruling on a citizens’ appeal.

Overview

  • The council approved the development plan for the Paketposthalle site by a large majority, but it is not yet legally effective.
  • The citizens’ initiative Hochhaus‑Stopp seeks a 60‑metre height cap; its petition was deemed inadmissible and the Bavarian Administrative Court is expected to rule in December.
  • If the city’s stance is upheld, the project foresees two 155‑metre towers with about 1,180–1,190 apartments, more than 3,000 jobs, and spaces for retail, hotels, culture, social uses and elder care.
  • The listed Paketposthalle would be renovated as the quarter’s centerpiece and opened to the public, with city‑led talks underway to keep the Backstage venue on site under workable noise safeguards.
  • SPD, Greens, Rosa Liste, Volt, CSU and FDP backed the plan, while Linke, AfD and ÖDP opposed it, reflecting disagreements over affordability, skyline policy and the role of high‑rises in city growth.
