Mumbai Redevelopment Surges as Sales Outpace New Launches

Recent policy changes, institutional builders and major transport projects are accelerating cluster-based slum rehabs and replacement of ageing cessed buildings.

Overview

  • A joint JLL–NAREDCO report released Sept. 3 found more than 1,000 redevelopment projects launched since 2020 and that redeveloped homes accounted for roughly 15% of housing sales in 2025–H1 2026.
  • For the first time in Mumbai the report says sales of redevelopment units now exceed new project launches, marking a shift from policy pilot to mainstream supply source.
  • Slum rehabilitation has scaled rapidly with 1,202 active projects covering 321,858 hutments across about 2,156 acres while roughly 13,500 ageing cessed buildings have been identified for urgent replacement.
  • The state government has set a timetable including delivery of the first 10,000 Dharavi rehabilitation flats by early 2029 and an ambition to make Mumbai slum-free within ten years.
  • Developers and officials say lower consent thresholds in DCPR 2034, the November 2025 cluster rule, institutional mega-projects and planned transport schemes are re-rating western suburbs and concentrating redevelopment but execution, resettlement and timelines remain the main operational challenges.
