Mumbai Introduces Comprehensive Pet Ownership and Stray Feeding Regulations

These measures will reduce conflicts by licensing dog owners, setting strict stray feeding zones, safeguarding pet ownership rights in housing societies.

Overview

  • All pet dogs must be registered under Section 191B of the Mumbai Municipal Corporation Act, 1888, and owners are required to keep them vaccinated, dewormed, clean and preferably sterilised.
  • Feeding of street dogs and cats is legal but must take place at designated, hygienic spots during off-peak hours without raw meat or leftovers.
  • Housing societies are barred from banning pets or imposing size limits and must allow stray feeding at agreed times and locations, with penalties for animal cruelty or feeder harassment.
  • Schools, tech parks and public institutions must sterilise and vaccinate community animals on-site and ensure they have food, water, shelter and trained staff for humane handling.
  • The BMC has launched a dedicated dog control helpline (9635839888) and online portal for licensing applications, complaints and animal-welfare information.
