Mumbai GRP to Issue Strict Bag-Check Rules After Passenger Extortion Exposed

The move follows revelations of a multi-station racket that coerced long-distance travelers in CCTV blind spots.

  • New guidelines require bag checks only in the presence of senior officers in uniform and under CCTV, with checks barred in secluded rooms.
  • Home guards and private employees are prohibited from bag-check points, and staff will be rotated every 15 days with constables’ work profiles changed every three months.
  • Railway police stations must report unavailable or non-functional CCTV by September 10 and submit staffing and auxiliary reports to headquarters by September 19.
  • Thirteen GRP personnel, including a senior inspector, have been suspended over five months as investigations span key long-distance hubs such as Mumbai Central, Dadar, Kurla, Bandra Terminus, Borivali, Thane, Kalyan and Panvel.
  • Recent cases include three incidents at Mumbai Central, Bandra and Vasai, a Rs 10.30 lakh extortion in which two alleged “zero police” were arrested, and a complaint alleging Rs 30,000 was taken at Mumbai Central.
