MTS Reaches Settlement With Russia’s Antitrust Regulator, Will Offer Tariff Remedies to 30 Million Customers

The deal follows the FAS finding that MTS’s 2024 price increases violated competition law.

Overview

  • By 16 January 2026, MTS must present seven alternative compensation options to subscribers affected by last year's mobile tariff hikes.
  • Choices will include restoring tariffs to April–May 2024 levels, 8% cashback for one year, or additional voice and data packages.
  • MTS will transfer 664 million rubles deemed unlawful income to the federal budget under the settlement.
  • The company will invest 2.4 billion rubles to expand mobile networks in settlements with fewer than 1,000 residents, with locations to be set by the Digital Development Ministry.
  • FAS determined MTS raised prices by an average of 8% in April–May 2024 for more than 30 million users, and both sides have now formalized the agreement.
