MPA Issues Cease-and-Desist Over Meta’s ‘PG-13’ Label on Instagram Teen Accounts

The trade group argues AI-driven filters cannot mirror its parent-led ratings process, risking confusion over a registered certification mark.

Overview

  • In an Oct. 28 letter to Meta chief legal officer Jennifer Newstead, the Motion Picture Association demanded Meta stop using the PG-13 mark and disassociate Teen Accounts and AI tools from the ratings system, seeking a resolution by Nov. 3.
  • Meta says it never claimed MPA certification or a partnership, calls its “guided by PG-13” description accurate, and asserts nominative fair use while expressing a desire to work with the MPA.
  • The MPA contends Meta’s messaging is “literally false and highly misleading,” warning that linking automated moderation to PG-13 could erode public trust in its human-reviewed ratings.
  • Instagram’s Teen Accounts update places users under 18 into a 13+ default that requires parental permission to change, blocks following accounts with age-inappropriate content, expands banned searches such as suicide and self-harm, restricts questionable DM links, and limits AI chatbot responses for teens.
  • The rollout of Teen Accounts continues in markets including the U.S., U.K., Australia, and Canada, and the dispute remains unresolved with the MPA asserting potential false advertising and dilution of its certification mark.
