Mother, Boyfriend and Aunt Held on High Bonds in Death of 12-Year-Old Found in New Britain Storage Bin

Investigators say Jacqueline “Mimi” Torres-Garcia likely died last fall in Farmington after prolonged abuse, prompting state reviews of prior oversight.
