Most Mexicans Plan to Rely on Government Support in Old Age, Study Finds

Researchers urge a seven-step agenda to lift voluntary saving given limited coverage from public pensions.

Overview

  • A new Vanguard and México, ¿Cómo vamos? report using ENIF 2024 data finds 68.2% of people expect government support in old age, with 50.3% counting on a pension to cover expenses.
  • Although 42.2% of the population holds an Afore account, only 7.9% make voluntary contributions, up from 3.4% in 2015 but still low.
  • High informality at 54.5% and marked gender gaps in Afore ownership (51.4% of men vs 34.2% of women) and labor participation (75.3% vs 46.4%) constrain pension coverage.
  • Experts note the Pensión para el Bienestar covers roughly 66% of a basic consumption basket and should not be treated as a substitute for labor pensions.
  • The study identifies a 27.8 million-person market for formal saving and recommends digital tools, automatic inclusion, tax incentives, innovative education, formalizing informal schemes, trust-building, and simpler procedures within a 2025–2030 action window.
