MoSPI Proposes IIP Overhaul to Replace Defunct Factories After Three Months of Inactivity

The consultation sets guardrails to reduce imputation by swapping in comparable active units with overlapping data to keep industrial output tracking reliable.

Overview

  • MoSPI released a discussion paper on November 11 inviting feedback on the proposed method through November 25.
  • Factories reporting zero output or failing to report for three consecutive months would undergo a status check and be substituted if shut or repurposed.
  • Replacement units must produce the same item or group, have similar gross value added or output, and provide at least 12 months of overlapping operations, drawing from the latest ASI data.
  • Until overlapping data are available, the series may carry temporary nil or imputed values to preserve continuity.
  • The move addresses the current series’ issue where closed units carry about 8.9% weight and forms part of rebasing the index to 2022-23, with the revised series planned in 2026.
