Moscow Region Self-Employed Reach 1.1 Million as New Social Insurance Option Takes Effect

Officials cite strong demand for the simplified tax regime, which now permits voluntary payments that unlock sick-leave benefits and pension accrual.

Overview

  • The Moscow region registered 244,500 new self-employed in 2025, bringing the total in the region to about 1.1 million, according to the regional investment ministry.
  • Registrations in the Moscow region rose by roughly 50,000 compared with 2024, a year-over-year increase officials say reflects sustained interest in the status.
  • From January 1, 2026, those under the special tax regime can make voluntary social insurance contributions, enabling eligibility for sick-leave payments and allowing pension formation.
  • Status can be obtained via the My Tax app, authorized banks or the Gosuslugi portal, with tax rates of 4% on income from individuals and 6% from organizations, and in-app issuance of contracts and receipts.
  • Samara region authorities report more than 355,000 people have taken self-employed status since 2020, alongside ongoing regional support such as training, preferential microloans, promotion tools and access to My Business co-working.
